Terms of Service
1. About BELSEND
BELSEND is a mobile top-up service operated by Finanshial LLC, a New Jersey limited liability company (“Finanshial,” “BELSEND,” “we,” “us,” or “our”).
BELSEND allows eligible customers in the United States to purchase mobile airtime, data plans, and other supported prepaid mobile products for eligible mobile numbers in supported countries.
At launch, supported destination countries include Haiti and the Dominican Republic. Supported countries, mobile operators, products, denominations, and availability may change.

2. Acceptance of These Terms
By creating an BELSEND account, accessing or using the Service, submitting a top-up, enabling Repeat monthly, or otherwise using BELSEND, you agree to these Terms of Service and our Privacy Policy.
If you do not agree, do not use the Service.
3. Eligibility
You must be at least 18 years old to create an BELSEND account or purchase a top-up.
At launch, customer accounts require a supported U.S. mobile telephone number.
You represent that:
- the information you provide is accurate;
- you are authorized to use any payment method you provide;
- your use of BELSEND is lawful; and
- you are using the Service for legitimate purposes.
We may refuse, restrict, suspend, or terminate access when reasonably necessary for security, fraud prevention, legal compliance, provider requirements, or protection of BELSEND and its customers.
4. Your Account
BELSEND accounts use phone-number verification.
We may send a one-time verification code (“OTP”) to the mobile number you provide. You are responsible for maintaining control of your phone and account.
Do not share verification codes with another person.
You must notify us at support@belsend.com if you believe your account or phone number has been compromised.
We may require additional verification when necessary to protect your account or transactions.
5. Mobile Top-Ups
BELSEND allows you to purchase supported prepaid mobile products for a recipient's mobile number.
Available products may include airtime, data plans, bundles, or other prepaid products offered by participating mobile operators.
Product availability, denominations, exchange values, promotions, benefits, expiration periods, and operator terms are determined in whole or in part by the applicable mobile operator or service provider and may change.
Before purchasing, you will be shown the available product information and the amount you will pay.
6. Recipient Information
You are responsible for verifying the recipient's mobile number, country, carrier when applicable, and selected product before confirming a purchase.
Mobile top-ups may be delivered quickly and may become irreversible once submitted to or fulfilled by the mobile operator.
If you provide an incorrect phone number or other incorrect recipient information and the top-up is successfully delivered according to your instructions, we generally cannot reverse, transfer, or refund the top-up.
7. Dominican Republic Carrier Selection
For certain destinations, including the Dominican Republic, BELSEND may require you to select the recipient's mobile carrier.
You are responsible for confirming that the carrier selection is correct before completing the purchase.
8. Prices, Recipient Value, and Service Fees
Before payment, BELSEND will display the transaction amount and applicable BELSEND service fee.
Where available, we may also display an approximate or provider-supplied value expected to be credited to the recipient.
Values marked with an approximation symbol, such as “≈,” are estimates or provider-supplied conversion values and may be subject to operator/provider processing.
The final product delivered is governed by the applicable operator and provider information for that transaction.
BELSEND may change its service fees for future transactions. Any applicable fee will be disclosed before you authorize a purchase.
9. Payment Authorization
Payments are processed using third-party payment providers, including Stripe.
By submitting a payment, you authorize the applicable amount displayed at checkout.
BELSEND's transaction architecture may initially authorize your payment method before the top-up is fulfilled. The payment may then be captured after successful fulfillment.
An authorization appearing on your card or bank account is not necessarily a completed charge.
If a top-up cannot be fulfilled, an authorization may be cancelled or released. The time required for a released authorization to disappear from your account can depend on your card issuer or financial institution.
10. Processing Transactions
Most top-ups are intended to process promptly, but we do not guarantee instant delivery.
A transaction may remain processing while BELSEND confirms its status with the mobile operator, recharge provider, payment processor, or other service provider.
Do not repeatedly submit the same purchase merely because a transaction is still processing.
If we cannot immediately determine whether a top-up was delivered, we may delay a refund or other resolution until we determine the transaction's status.
11. Successful Transactions
Once a prepaid mobile top-up has been successfully delivered to the mobile number you provided, the transaction is generally final and non-refundable, except where required by law or where BELSEND determines that an error attributable to us or our providers justifies a refund or other adjustment.
Please review recipient information carefully before purchasing.
12. Failed Transactions
If a top-up fails before successful fulfillment, BELSEND will not intentionally capture payment for that failed top-up.
If your payment method was authorized but not captured, the authorization will generally be cancelled or released.
Your financial institution controls how quickly released authorizations disappear from your account.
13. Duplicate or Erroneous Transactions
If you believe you were charged more than once for the same intended transaction, or that an BELSEND technical error occurred, contact support@belsend.com.
We will investigate the transaction and provide an appropriate resolution based on payment and fulfillment records.
14. Repeat Monthly
BELSEND may allow eligible customers to enable Repeat monthly for a successfully completed top-up.
Repeat monthly is OFF by default.
It begins only when you affirmatively turn it on and complete any required payment authorization.
When you enable Repeat monthly, you authorize BELSEND to attempt a new top-up for the selected recipient each month using your authorized payment method until you turn Repeat monthly off.
Before enrollment, BELSEND will disclose the material recurring-payment information associated with the feature.
Each monthly transaction is a new top-up. Current product availability, pricing, recipient value and applicable BELSEND service fees may therefore differ from a previous transaction.
BELSEND will obtain a fresh, current transaction quote before attempting the recurring top-up.
Monthly date
The monthly schedule is based on the calendar day of the original successful top-up.
If that calendar day does not exist in a particular month, the top-up will be scheduled for the last valid day of that month.
For example, a schedule anchored to the 31st may occur on February 28 or 29 and return to the 31st in a later month that contains that date.
Cancellation
You may stop future monthly top-ups by signing into your BELSEND Account and turning Repeat monthly OFF.
Turning it off stops future monthly attempts associated with that recurring top-up but does not delete previously completed transactions or necessarily remove the recipient from your saved recipients.
Cancellation must occur before the next top-up has already entered processing.
There is no cancellation fee for turning Repeat monthly off.
15. Repeat Monthly Problems
A monthly top-up may not complete if:
- your payment method cannot be authorized;
- additional payment authentication is required;
- the selected product is no longer available;
- the mobile operator cannot process the transaction;
- recipient or carrier information becomes invalid;
- pricing or provider information cannot safely be confirmed; or
- a security or fraud check prevents processing.
When appropriate, BELSEND may mark the recurring top-up as requiring attention rather than repeatedly attempting fulfillment.
BELSEND will not knowingly send a top-up unless the corresponding payment authorization satisfies our transaction requirements.
16. Top-Up Requests
BELSEND may allow a customer to request that another eligible BELSEND customer pay for a mobile top-up.
A request is not itself a payment or completed top-up.
The payer must independently review and authorize the transaction.
The final amount, service fee and available product presented to the payer at checkout control the purchase.
Receiving a request does not obligate anyone to pay it.
17. Saved Recipients and Transaction History
BELSEND may allow you to save recipient information and view prior transactions.
Saving a recipient does not guarantee that the recipient, carrier, country, denomination, plan, price, or provider will remain available.
You remain responsible for checking recipient information before each new transaction.
18. SMS and Phone Verification
BELSEND may use SMS to send account verification, authentication, security, and essential service-related messages.
At launch, SMS verification is intended for authentication and security—not promotional marketing.
Where required, we obtain consent before sending a verification message and retain appropriate evidence of that consent.
Message and data rates may apply.
Agreeing to receive an authentication code does not enroll you in marketing text messages.
19. Third-Party Services
BELSEND relies on third parties to provide portions of the Service.
These may include:
- mobile operators;
- recharge providers such as Reloadly;
- payment processors such as Stripe;
- communications providers such as Twilio;
- hosting and infrastructure providers;
- security, fraud-prevention and monitoring services.
Third-party outages, restrictions or changes may affect availability.
20. Acceptable Use
You may not use BELSEND:
- fraudulently;
- with stolen or unauthorized payment methods;
- to impersonate another person;
- to interfere with or circumvent security systems;
- to manipulate promotions, pricing or transaction systems;
- through automated abuse;
- for unlawful purposes; or
- in violation of applicable sanctions, regulations or provider restrictions.
We may delay, reject, restrict or investigate transactions reasonably suspected of fraud, abuse or unlawful activity.
21. Service Availability
We may add, remove or modify supported countries, operators, products or features.
We do not guarantee uninterrupted availability.
Maintenance, telecommunications failures, provider outages, security events and circumstances beyond our reasonable control may temporarily affect the Service.
22. Intellectual Property
BELSEND and its associated branding, software, interface and original content are owned by Finanshial LLC or used under applicable licenses.
Mobile operator names, logos and third-party trademarks belong to their respective owners.
Displaying a carrier or provider does not transfer ownership of its marks to BELSEND.
23. Disclaimer
To the maximum extent permitted by law, the Service is provided on an “as available” basis.
We do not guarantee uninterrupted operation or that third-party mobile operators will always provide a particular product or denomination.
Nothing in these Terms limits rights or warranties that cannot legally be waived.
24. Limitation of Liability
To the maximum extent permitted by applicable law, Finanshial LLC will not be liable for indirect, incidental, special, consequential or punitive damages arising from use of BELSEND.
For claims arising from a particular transaction, our aggregate liability will not exceed the amount you paid to BELSEND for the transaction giving rise to the claim, except where applicable law requires otherwise.
Nothing in these Terms excludes liability that cannot legally be excluded.
25. Indemnification
To the extent permitted by law, you agree to be responsible for losses or claims resulting from your unlawful misuse of the Service, fraud, intentional violation of these Terms, or unauthorized use of another person's payment method or information.
26. Changes to These Terms
We may update these Terms to reflect changes to our Service, providers, business practices or legal requirements.
We will update the “Last Updated” date when these Terms change.
If a change materially affects an ongoing recurring-payment authorization or your legal rights, we will provide additional notice when required by law.
27. Governing Law
These Terms are governed by the laws of the State of New Jersey, without regard to conflict-of-law principles, except where federal law or another applicable law controls.
Do not add mandatory arbitration or a class-action waiver. That remains pending separate owner/counsel review.
