Privacy Policy

1. Introduction

BELSEND is operated by Finanshial LLC.

This Privacy Policy explains how we collect, use, disclose and protect personal information when you use BELSEND.

2. Information We Collect

Depending on how you use BELSEND, we may collect:

Account and contact information

  • mobile phone number;
  • phone-verification status;
  • language preference;
  • account identifiers; and
  • account/session information.

Recipient information

  • recipient mobile number;
  • destination country;
  • mobile carrier;
  • selected top-up or plan;
  • saved-recipient information; and
  • transaction history associated with that recipient.

A recipient does not necessarily need to be an BELSEND account holder.

Transaction information

  • top-up amount;
  • recipient value;
  • service fee;
  • total transaction amount;
  • currency;
  • selected product;
  • carrier;
  • transaction status;
  • transaction date and time;
  • payment status;
  • recharge-provider transaction identifiers; and
  • information necessary to investigate failed or disputed transactions.

Payment information

Payments are processed by third-party payment processors such as Stripe.

Stripe may collect card or other payment credentials directly in connection with checkout.

BELSEND does not intend to store your full payment-card number or card security code on its own servers.

We may receive payment-related information from Stripe such as:

  • payment status;
  • transaction identifier;
  • payment-method reference;
  • limited card information such as brand and last digits where provided;
  • fraud/risk information;
  • authorization status; and
  • information necessary to process or reconcile a transaction.

Top-up request information

  • requester's account information;
  • intended payer phone number;
  • recipient information;
  • requested product;
  • request status; and
  • transaction information associated with an accepted request.

Repeat monthly information

  • recipient;
  • selected recurring-top-up configuration;
  • calendar anchor day;
  • status;
  • next scheduled date;
  • consent/authorization records;
  • payment-method reference; and
  • history of recurring attempts.

Device, usage and security information

  • IP address;
  • browser/device information;
  • operating system;
  • session identifiers;
  • timestamps;
  • security events;
  • logs;
  • fraud signals; and
  • interactions with the Service.

3. How We Use Information

We may use personal information to:

  • create and secure accounts;
  • verify phone numbers;
  • authenticate customers;
  • process mobile top-ups;
  • calculate and display transaction information;
  • process payments;
  • operate Repeat monthly;
  • create and process Top-Up Requests;
  • save recipients;
  • display transaction history;
  • provide customer support;
  • investigate failed, duplicate or disputed transactions;
  • prevent fraud and unauthorized use;
  • protect customers and the Service;
  • comply with legal obligations;
  • maintain and improve BELSEND;
  • troubleshoot technical problems; and
  • communicate important account or transaction information.

4. SMS Verification

BELSEND uses Twilio Programmable Messaging only to send user-requested authentication and account-security codes. We do not use it to send first-contact invitations or marketing messages.

Before requesting an OTP where required, we obtain the recipient's consent to receive the authentication message.

We may maintain records showing:

  • the phone number;
  • date and time of consent;
  • method or screen through which consent was obtained; and
  • verification outcome.

Authentication consent is not marketing consent.

We do not sell or share your SMS opt-in data or personal information with third parties for marketing purposes.

5. How We Share Information

We may disclose information as necessary to operate BELSEND to categories of service providers including:

Payment processors

For example, Stripe, to authorize, process, capture, cancel, refund, secure and reconcile payments and prevent fraud.

Recharge providers and mobile operators

For example, Reloadly and participating telecommunications operators, to identify available products, submit top-ups and determine fulfillment status.

Communications providers

For example, Twilio, to send and verify authentication messages.

Infrastructure and security providers

Providers that help us host, monitor, secure, maintain and operate BELSEND.

Website measurement provider

When enabled, Plausible Analytics processes limited, aggregate measurement of the public BELSEND website on our behalf. See “Website Measurement” below for the information involved and the limits we apply.

Professional advisers

Lawyers, accountants, auditors, insurers and other professional advisers when reasonably necessary.

Government or legal requests

We may disclose information where required by applicable law, legal process, court order or valid governmental request, or where reasonably necessary to protect rights, safety or security.

6. We Do Not Sell Your Phone Number for Marketing

BELSEND does not intend to sell customer or recipient mobile numbers to third parties for their own marketing.

We also do not treat consent to receive an OTP as consent to receive promotional messages.

7. Recipient Information

If you provide another person's phone number as a top-up recipient, use that information only for a legitimate purpose.

We use recipient information to provide the requested service, maintain transaction records, prevent fraud and support the functions described in this Policy.

We do not treat a recipient's number as permission to send that recipient promotional messages.

8. Website Measurement

When website measurement is enabled, BELSEND uses Plausible Analytics to understand aggregate use of public pages and improve the Service. This may include public page paths, referrer domain, approximate location such as country or region, browser/device class, and the limited navigation clicks described below.

The BELSEND integration deliberately sends no query strings and does not measure account, payment, top-up history, API, internal, development or quality-assurance pages. It also replaces private share-link tokens with a generic page label before any measurement is sent.

We do not send Plausible a phone number, email address, account identifier, recipient information, payment information, top-up amount, transaction identifier or private share-link token. We do not use Plausible for advertising, behavioral profiling or cross-site tracking.

The only custom website events are aggregate clicks for Help, Sign in, Send top-up, How it works and Destinations. A click is a website-interest signal, not proof of a completed payment or fulfilled top-up; those financial facts remain in BELSEND's own protected records.

Plausible states that its hosted analytics service does not use cookies or persistent visitor identifiers and does not store raw IP addresses. Its current data policy is available at https://plausible.io/data-policy. We will update this Policy before enabling any materially different analytics, advertising, or behavioral-tracking technology.

9. Cookies and Similar Technologies

BELSEND may use cookies, local storage and similar technologies that are necessary to:

  • maintain sessions;
  • remember preferences;
  • secure accounts;
  • prevent fraud;
  • operate the website; and
  • understand technical performance.

Where Plausible website measurement is enabled, it is described in “Website Measurement” above. We will update this Policy and apply any required consent treatment before enabling non-essential advertising, behavioral tracking, or additional analytics technologies.

10. Data Retention

We retain information for as long as reasonably necessary for purposes such as:

  • providing the Service;
  • maintaining transaction and accounting records;
  • handling disputes and chargebacks;
  • preventing fraud;
  • maintaining security;
  • documenting consent;
  • satisfying provider requirements; and
  • complying with legal obligations.

Different categories of information may have different retention periods.

When information is no longer reasonably required, we may delete, anonymize or otherwise dispose of it as appropriate and subject to applicable requirements.

11. Data Security

We use reasonable administrative, technical and organizational safeguards designed to protect information.

No internet service or storage system can guarantee absolute security.

Payment credentials are handled through our payment-provider architecture rather than intentionally storing complete card credentials on BELSEND servers.

12. Your Choices

Depending on your account and applicable law, you may be able to:

  • update certain account information;
  • change your language preference;
  • manage saved recipients;
  • turn Repeat monthly off;
  • request account assistance; or
  • ask questions about your personal information.

We may need to verify your identity before fulfilling a request.

We may retain information that we are legally or operationally required to maintain, including certain transaction, fraud-prevention, dispute and accounting records.

13. Children

BELSEND is intended for adults.

You must be at least 18 years old to create an account or purchase a top-up through BELSEND.

We do not knowingly offer customer accounts to children.

14. International Service Providers and Recipients

BELSEND is operated from the United States but facilitates services involving international mobile operators and recipients.

Information necessary to complete a top-up may therefore be processed or transmitted to providers involved in fulfilling the transaction.

15. Changes to This Privacy Policy

We may update this Policy as our products, providers, technology or legal obligations change.

The current version will display its effective/last-updated date.

Where required, we will provide additional notice of material changes.
